Film and Television Institute – Code of Practice – Registered Training Organisation
1. Introduction
Standard Code of Practice for training organizations registered by the Training Accreditation Council to provide training services and assessment services and issuance of nationally recognised Qualifications and Statements of Attainment
This Code of Practice provides the basis for good practice in the marketing, operation, financing and administration of education and training services by the Film and Television Institute, a Registered Training Organization registered in Western Australia by the Training Accreditation Council.
For the purposes of this Code “trainee” refers to any person, participating in education or training delivered by this organization. A “client” is a person or organization who may enter into a partnership arrangement with the registered training organization for the delivery of training and assessment services. “Staff” refers to any person acting in a lecturing role.
2. Provision of Training and Assessment Services
2.1 The Film and Television Institute has policies and management practices which maintain high professional standards in the delivery of training and assessment services, and which safeguard the interests and welfare of trainees and/or clients.
2.2 The Film and Television Institute maintains a learning environment that is conducive to the success of trainees.
2.3 The Film and Television Institute has the capacity to deliver and assess the vocational qualifications for which it has been registered, provide adequate facilities, and use methods and materials appropriate to the learning and assessment needs of trainees.
2.4 The Film and Television Institute monitors and assesses the performance and progress of its trainees.
2.5 The Film and Television Institute ensures that teaching staff are not only suitably qualified or hold equivalent relevant workplace experience but are also sensitive to the cultural and learning needs of trainees, and it provides training for our staff as required.
2.6 The Film and Television Institute ensures that assessments are conducted in a manner, which meets the endorsed components of the relevant Training Package(s) and/or accredited courses.
2.7 The Film and Television Institute is committed to access and equity principles and processes in the delivery of its services.
3. Issuance of Qualifications
The Film and Television Institute issues qualifications and Statements of Attainment to trainees who meet the required outcomes of a qualification or unit of competency, in accordance with the AQF Implementation Handbook and the Australian Quality Training Framework.
4. Marketing of Training and Assessment Services
4.1 The Film and Television Institute markets and advertises its products and services in an ethical manner.
4.2 The Film and Television Institute gains written permission from a trainee or client before using information about that individual or organization in any marketing materials.
4.3 The Film and Television Institute accurately represents recognised training products and services to prospective trainees and clients.
4.4 The Film and Television Institute ensures trainees and clients are provided with full details of conditions in any contract arrangements with the organization.
4.5 No false or misleading comparisons are drawn with any other training organization or qualification.
5. Financial Standards
5.1 The Film and Television Institute has measures to ensure that trainees and clients receive a refund of fees for services not provided, including services not provided as a result of the financial failure of the organization.
5.2 The Film and Television Institute has a refund policy that is fair and equitable and this policy is made available to all trainees and clients at the time of enrolment.
5.3 The Film and Television Institute ensures that the contractual and financial relationship between the trainee/client and the organization is fully and properly documented, and
that copies of the documentation are made available to the trainee/client.
Documentation includes: the rights and responsibilities of trainees, costs of training and assessment services and issuance of Qualifications, payment arrangements, refund
conditions and any other matters that place obligations on trainees or clients.
6. Provision of Information
6.1 The Film and Television Institute supplies accurate, relevant and up-to-date information to prospective trainees and clients.
6.2 The Film and Television Institute supplies this information to trainees and clients at the time of enrolment and regularly reviews all information provided to ensure its accuracy and relevance.
7. Recruitment
7.1 The Film and Television Institute conducts recruitment of trainees at all times in an ethical and responsible manner.
a. The Film and Television Institute will not accept enrolments from clients who we believe may be under the influence of substances that may be affecting their judgement.
b. The Film and Television Institute will not accept enrolments from clients who behave in a lewd or threatening manner towards staff members or other people within the Institute or making remarks that would be deemed inappropriate under the Institute’s Guidelines and Rules for Enrolled Students.
7.2 The Film and Television Institute ensures that the educational background of intending trainees is assessed by suitably qualified staff and/or agents, and provides for the training of such staff and agents, as appropriate.
8. Support Services
8.1 The Film and Television Institute provides adequate protection for the health, safety and welfare of trainees and, without limiting the ordinary meaning of such expression, this includes providing, or directing trainees to, adequate and appropriate support services in terms of academic and personal counselling.
9.1 Grievance Mechanism
9.1 The Film and Television Institute ensures that trainees and clients have access to a fair and equitable process for dealing with grievances and provides an avenue for trainees to appeal against decisions, which affect the trainees’ progress. Every effort is made by The Film and Television Institute to resolve trainees’/clients’ grievances.
9.2 For this purpose, The Film and Television Institute has a grievance policy where a member of staff is identified to trainees and clients as the reference person for such matters. In addition, the grievance mechanism as a whole is made known to trainees at the time of enrolment.
9.4 Where a grievance cannot be resolved internally, the Film and Television Institute advises trainees and clients of the appropriate body where they can seek further assistance.
10. Appeals Procedure
10.1 The Film and Television Institute’s mechanism for appealing disputed assessment decisions is in accordance with the framework for Competency Based Training and Assessment.
10.2 All trainees have the right to appeal.
10.3 Applications can be made to the Head of Training detailing the reasons for the appeal. Valid reasons are:
Assess the evidence of competence unfairly judged. The assessment process has not been followed.All applications must be in writing
10.4 Appeals shall be heard by a panel comprised qualified trainers and assessors. In the event an appeal is successful the following outcomes shall be offered;
The original assessment shall be re-appraised A new assessment shall be conducted11. Refund Policy
11.1 The Film and Television Institutes refund policy is that if a trainee withdraws from the course we will refund their fees paid in advance on a pro-rata basis minus a $500 administration fee.
11.2 Refunds, where applicable, will be calculated from that date that the Film and Television Institute receives a written withdrawal notice from the Trainee.
11.3 Fees are refunded where the trainee submits in writing good reason for cancellation and full refunds are provided.
11.4 There is no refund for Skills recognition assessments after enrolment.
11.5 There is no refund to participants who do not obtain their qualification after an Assessment
11.6 The Film and Television Institute does not accept liability for loss or damage suffered in the event of any cancellation
12. Record Keeping
12.1 The Film and Television Institute keeps complete and accurate records of the attendance and progress of trainees, as well as financial records that reflect all payments and charges and the balance due, and provides copies of these records to trainees on request.
13. Quality Control
13.1 The Film and Television Institute seeks feedback from our trainees and clients on their satisfaction with services they have received and seeks to improve its services in accordance with their expectations.
14. Mutual Recognition
14.1 The Film and Television Institute is committed to the principles of mutual recognition within the VET sector as per our Mutual recognition policy PS 09.
15. Access and Equity
15.1 The Film and Television Institute is committed to the principles of Access & Equity in Vocational education and training as per our Access & Equity policy PS 04
